The banner stores the choice in localStorage only. Accept or Decline, then reload — it should stay dismissed until you clear site data.
Cookie Consent is a notice banner. It does not block cookies for you. The choice is stored as ltxe_consent_v{N} in localStorage and the widget dispatches ltxe_consent_accepted or ltxe_consent_declined.
If the banner is missing, this browser already stored a choice. Open DevTools → Application → Local Storage and delete keys starting with ltxe_consent, then reload.
